A significant milestone has been marked in the Singapore labour market. Shell Singapore and the Singapore Shell Employees Union (SSEU) have jointly established the Joint Capability Council (JCC). The initiative will benefit approximately 1,250 workers. They will receive training in various areas including digital skills, data analytics and adaptability.
Aims and objectives of the JCC
The main objective of the establishment of the JCC is to transform Shell’s workforce into “Worker 4.0”, so that they are able to meet the challenges of digitalisation and a low-carbon economy. Through this initiative, employees will be able to acquire new skills and be competitive in the job market of the future.

Training and skills development
In the first phase, 500 process and maintenance technicians will be trained. The training programmes will include:
- Digital Literacy
- Data Analytics
- Adaptability and Flexibility
These trainings will help workers adapt to new technologies and processes.
Tripartite collaboration and future vision
NTUC Secretary-General Ng Chee Meng welcomed the initiative, saying, “This JCC will play a significant role in enhancing the skills of workers and ensuring job security.” He added, “In the era of COVID-19 and Industry 4.0, it is imperative to provide workers with opportunities to learn on-the-job.”
